Why does < a=b c return:

CMD (Depth = 0):  SIMPLE,  argv[0] = c  <a=b

and not a filename value error?

The specs specified that "FILENAME = TEXT" and that "TEXT token of the form NAME=VALUE is always treated as a [local] if it can be."

Does that mean FILNAMES can be VARIABLE=VALUE pairs also? Or does it mean that in the case of a FILENAME specification the
VARIABLE=VALUE pair is ignored?
