Thanks Jau for the reply on the putenv question. When you said "But, check out `putenv()`. You should not need to worry about the format of NAME=VALUE at all.", I thought the same, but when I actually ran it, it didn't work like that on the staff solution.

For example export a!=B would print Stan's own error message (rather than perror of putenv) and return a status of 1 (rather than errno). Is this expected or is this another thing that should be deviated from the staff solution?
