What does precedence in the following statement in the specs mean? 
"If more than one of the upper case flags Q, N, R, and S are specified, then the last such flag specified takes precedence.  Similarly for the lower case flags q, n, r, and s.  The flags may be specified in any order."
Does it imply that the "last such flag specified" is the only one being used or considered or that it is the one being considered first, and then the other ones are considered? If the latter is the case, how would that work?
