You should submit the LATENESS file NO LATER THAN the
time that you submit the final version of your files.
Otherwise your solution may be treated as having been
submitted at the time that you submitted the LATENESS
file and incur additional penalties.

However, you may submit the LATENESS file earlier and
submit newer versions as your plans change.
